Avoid dockerhub pull limits #6

Probably best done by using STFC's new Harbor instance as a container registry. This acts as a pull through cache for DockerHub.

We need to establish the best approach for reconfiguring.

New VM images are set to use the STFC Docker Hub mirror by default, so as we switch to new instances using Ubuntu 20.04 we won't need to take any extra action. This is already the case for the Dev cluster.
