repo_request: sc_usb_device #92

I propose to create github.com/xcore/sc_usb_device for USB device demos and apps, currently this is an internal XMOS repo.

I also propose that the existing github.com/xcore/sc_usb repo will be updated with shared (i.e. host/device) USB code relating to the USB specs. Currently there is a mis-match between internal XMOS sc_usb and github.com/xcore/sc_usb causing confusion.

I think sc_usb_audio has been created rather than sc_usb_device?
