Tidy up mii_filter code

This commit has no functional change but tidies up the mii_filter.xc code by:

• Reducing indentation levels where possible
• Changing #ifdefs to ifs where possible
• Outlining the crc checking function
• Generally tidying up the inlining

We shouldn't merge this request until some more testing is done.
