Kernel unable to scale back down Frequencys - Causes large battery drain

I really should ahve looked into this sooner or even posted the issue sooner, but I was caught up in trying to build a ROM.

If you are trying different stuff and it's failing, please post here so we don't duplicate efforts un-needed-ly.

Nope. Happens on stock. Before your commits.
