Support get_time_range for satellite-orbit-frequency data #3

Currently the xcube-cci plugin does not support getting the time range for satellite-orbit-frequency data.

this is marked as a TODO in the code: https://github.com/dcs4cop/xcube-cci/blob/ab01f17e2219c836da933325d2cadb98a66fb7a3/xcube_cci/chunkstore.py#L494
