Add WSL to CI! #699

So in amongst the many CI jobs it would be nice to have one for running tarpaulin in WIndows Subsystem for Linux. Just to ensure everything keeps working through different versions.

So WSL doesn't support the ptrace syscalls after some research so closing this as impossible for now
