Updated to include Agent Manipulation #1

Added various new actions:

Get Agents
Get Pools
Enable/Disable Agent
Authorize/Unauthorize Agent
Delete Agent
Assign Agent to Pool

Useful for creating build environments on the fly.

Hi Ben, about to merge the PR. When building TeamCity builds on the fly, do you install agents in the same flow or are you just temporarily adding/authorizing a floating agent for the purpose of your particular pipeline?

Generally there is an install TC XL Deploy task earlier in the release: hence the authorie and enable tasks. However we're looking in future at adjusting the pools based on demand.
