T6269 build2 -- first tranche of algorithm rework #387

This branch compiles all regular code, and all of the libpluto tests. Many core dump. This branch does not include documentation updates. This branch obsoletes the "spi" and "eroute" commands which were for manual keying of KLIPS code only.
