This sets up some unit test cases for the IKEv1 policy fault that mort found.
An additional fault was found in the setup of the PRF which is used for the NAT-Traversal hash in IKEv1, and is now fixed.
Many unit tests also got renamed (finally) so that numbers are not repeated.
