Can confirm same issue as OP All races involving AI or other cars causes loud, high pitched audio corruption.
Turning down all in-game audio settings does not fix issue.
Still present: can confirm this happens on any track that has AI driven cars.
In XEMU 0.7.129 I can also confirm this happens, but not always. I've been able to do several rallycross stages without it occurring. However, once it occurs, it can be "fixed" by resetting the emulator.

Bug Description
Rallisport Challenge's rallycross stages are currently plagued by a very loud, high-pitched audio corruption that plays throughout each stage. This audio corruption is only present in rallycross stages, where three other rally cars race the player in a closed race track, while normal rally stages are not affected. This bug does not cause any noticeable performance problems or interrupt normal game audio (engine, environment, speech, music) but is otherwise very distracting. Muting the audio tracks in the options menu does not solve the issue, ensuring maximum pain.
Steps to reproduce:
Expected Behavior
Nice, friendly and clean racing that doesn't assault the ears.
