Popup menu may continually re-open #1316

Bug Description

According to the following user account from Discord, the popup menu will open and continually re-open after closing making the application unusable.

Okay, so the first time I loaded the ISO my wireless PS4 controller was in slot one. I changed that to Xbox One. That's when I noticed that the menu wouldn't' go away I just went into the menu and chose to play with slot two which was set to PS4 I clicked out of the menu and everything just went away Before the menu would just blink for a second and come right back up For now, Xbox One is set in Slot 1 and PS4 is set in Slot 2. Everything is working

Expected Behavior

Popup menu should close and not re-open without user intent.
