2544 Throughput TX packet count lower than it should #6

10M L1 rate, 5 seconds duration, packet count is supposed to be 11748, but 2544 sends 7400~. It somehow stops sending traffic before 5 seconds ends.

What does XOA use C_TRAFFIC and C_TRAFFICSYNC? Let's discuss this soon. I think the problem lies there. @RonDingDing

Then it must be something wrong with the way XOA uses C_TRAFFIC and C_TRAFFICSYNC
