Expose xenharmonic-devs libraries to the console #774

Expose harmonic-entropy, moment-of-symmetry, sonic-weave and xen-dev-utils for power-usage in the browser console.

Add a couple of helpers for setting scale data from sonic-weave output.

Only in local dev mode if this approach is not minification friendly.
