Just a quick update. Upgraded to a R7 5800x on a x570 board and a clean install of Win10. No change.
@Margen67 I've just tested with the latest build. Gameplay is still in slow motion, roughly 3 real seconds to every one second tick of the in game timer. Is there a more suitable tag?

Issues
No audible bugs I can hear or visual bugs I can see.
Main menu feels a little laggy, but appears to animate at near full speed.
In game everything runs smoothly and with VSYNC off some elements run above 30fps.
The problem is that the main game logic appears to be running slowly.
The last two screenshots were taken approximately 10 seconds apart. Take note of the lap time counter in the top left corner. Like other elements, while it is running slowly it is animating at full speed.
This could be affecting the CPU drivers as on a few occasions I have seen them driving like they've downed a bottle of whiskey each.
My system: Windows 10 Ryzen 1700x 16GB ram Radeon RX 6800
There are a few Sega Rally on Xenia videos on Youtube. Some show the same slowdown as I have. Those that list system specs are quite varied.
