I can confirm this issue is in D3D12 (https://github.com/xenia-project/xenia/commit/1e5fa610307bec06b5a13e9058b2cf89245b7011) as well. No video, just a black screen.

Played through first level and some Tukaima races. 60FPS (Ingame cutscenes are 30FPS). No visual issues. Do not play with vsync off or 2x resolution on.

The first level is no problem, but from the second level there will be random image problems
Tested on xenia-project/xenia@c218d6d I played two more levels and I can confirm seeing some minor graphical issues in level 2, but they could all be fixed by pressing F5.
Below, there's a strange pattern on the bottom half of the background sprites.
A long thin line at the bottom (vertex explosion?).
Here, the background has gone missing. A tiny remnant can be seen in the bottom left corner.
F5 brings it back.

Managed to get past the menus into gameplay.
Issues:
No visuals for videos or anything else. Audio and controls work fine. This seems to be a reoccurring problem with CAVE games.
