Add action when a new quiz is created

Hi,

We're in the process of making a new teaching and learning system and we're heavily integrating WP Pro Quiz into the mix. First, thank you so, so much for creating and maintaining this wonderful plugin. It's an absolute gem and we know that it's going to help our teachers do what they do best - teach our students. I'd love to have a separate discussion about how we can work together to make WP Pro Quiz even better from a teaching and learning perspective (and, separately, about how to generate more income for you), but, I'm hoping to create a series of issues and associated pull requests over the coming weeks. Some will be small - like this one - which add actions and filters in places enabling other plugins and themes to hook in and perform tasks when certain things happen within WP Pro Quiz.

In this case, when a new Quiz is created from the dashboard. At the moment, there's no easy way to hook in when a new quiz is added and have access to the details of the new quiz. It'd be great if that was possible.

There will be a pull request coming shortly to address this - simply adding a hook (and the docs).
