Add manifest with DPI support

This fixes blured fonts issue in first place
Rework preferences dialog and tray menu for High DPI support

About tab is not adopted yet
Adopt About tab for High DPI

Oh, I've also realized that manifest contains comments in Russian (because of VS language).
