XAO should manage its own purl #33

Currently, the XAO purl config is a bit outdated (look at tracker location!) and points to berkley as release server. Maybe its time to own the release file location, so that:

http://purl.obolibrary.org/obo/xao.owl

points to whatever you are generating. here in github.
