Create COPYING with LGPL 2.1 #118

Create COPYING as licence file with LGPL 2.1 as defined in the file header of xen-bugtool:

Title is "Create COPYING" but you added LICENSE, was that intentional? Did you want both or a specific one?

I ended up renaming the file to LICENSE as it is the default file name that GitHub proposes for adding a license file and I wasn't sure if COPYING would be red as well and be used to set the License in the repo's metadata box on GitHub.
