On latest release 9.4, AI players do not make any progress beyond level 6 in Economy.

Is this base game or a mod you are using. This is a mod loader and shouldn't be effecting the AI. Can you test?

I’ve base game & set of mods which mostly enhance the aesthetics of the game. Not interfering with AI.

I faced the same issue prior to release of ‘New World Rising’ DLC release on 9.1 version. Then I went back to 8.3/8.4 version & AI started progressing normally.

Now 8.4 version is not longer compatible with latest DLC patch of game.

Interesting. If you disable the mod loader and just run the base game without any mods, I assume the AI progresses normally right? Patch 16 fixed an AI progression issue so I wonder if the mod loader or a mod you use is reversing that change somehow.

Either way, the best way to test this, is to run base game without any mods/mod loader. If the AI progress just fine, then just install the mod loader v9.4(no mods) and check if the AI still progress without issue. If that's fine, then add mods 1 at a time, testing each one. I've seen funny stuff happening with mods after patch 16...
