Where do users enter their paypal emails for premium resources?

This add-on does not have that feature. All PayPal payments are sent to one PayPal account, as configured in AdminCP.

Ah ok, is there an addon that does what I'm looking for?

There is one running on spigotmc.org but I don't think they are gonna released it anytime soon.
