Ensure veyepar doesn't process incomplete files

When rsyncing rooms with live files, then running tsdv, veyepar will be populated with files that show less than 30 mins, even if running tsdv later.

A few potential fixes for this -

• rsync ignores files still being written to
• Modify veyepar tsdv to ignore under 30 min files (?)
