TIME SENSITIVE: Zenodo DOI #69

I need a doi for xhistogram today to cite it in a paper submission. I linked the package to my own zenodo and would need to create a minor release to trigger the archival.

Is everyone ok with me releasing v0.3.1 just for this?

You will also need a CITATION.cff for Zenodo integration to work.
