Janela Stouthammer (npc=15443) is supposed to have a dialog option, which when used triggers the spawns of both "Hive'Zora Abomination" (npc=15449), and "Captain Blackanvil" (npc=15440).
The Abomination is to ambush the camp of NPC's, and the captain to engage the mob, with the help of NPC's from the camp. You should not beable to aquire "Signed Field Duty Papers" until the Abomination is dead, and the captain remaining alive.
