Use jbuilder instead of autotools #4

As part of this work, would you consider merging ppx_bitstring and bitstring into a single repository? You will not lose any modularity if you use jbuilder, and you will have a more coherent git history, a single issue tracker, less version constraint maintenance as a result.

Yes, that's part of the plan, see #6 .
