AutoRefresh pref should be client-app specific #2666

We should probably mirror the structure of xhSizingMode.

Probably need to introduce new pref names. Could provide a script to move data that could be run at update time.
This a chance for us to combine the multiple preferences for Auto-Refresh anyway.

As discussed, IMO theme would be better handled with #2703 where we have an even better option around letting users associate the site theme with their device theme.
