What steps will reproduce the problem?

When trying to download:
http://eepe.googlecode.com/svn/trunk/eePeInstall.exe
I get the following error:

This has been going on for two days. It is a problem with this specific file. I
can download Mac, Linux, other google code files no problem. I've tried on
different systems, different browsers, all troubleshooting tips, nothing works.
Same results when I try to update from within my current installation of eepe.
I don't believe this is my issue.
What version of the product are you using? On what operating system?
trying to update revision 393 to revision 402. Running Windows 7 Ultimate
64-bit, IE 11 (and firefox and chrome), same result on all.
If possible please provide a way to download the update that actually works.
