Load Default App Config on Install #1

Android should load app config when it boot up. Right now we have to
manually run test -> app config to do that

This is not critical at our beginning phrase of development, so I just put it

This should really only happen on [re]install (changing the name of the bug).  
Once
the config has been loaded it shouldn't have to be re-loaded on each boot.  
Although
I'm not sure it's been tested to make sure the config stays stored if the phone 
is
rebooted.  If it doesn't, that should be filed as a separate bug.
