Adopt new DIALS filename conventions #14

See dials/dials#822. There will need to be parallel changes in screen19.

would suggest changing screen19 to explicitly set the output filenames to the old style filenames, and then when DIALS 2 is publicly available and we're getting closer to the deployment day at DLS explicitly set the output filenames to the new style.
