Upgrade Travis configuration

[Anthchirp]

• run syntax check on Python 2.7 and 3.8
• run flake8 on Python 2.7 and 3.8
• download and install DIALS nightly builds for tests
• run tests on Python 2.7 and 3.6 (the version of the DIALS build)
• deployment code is untested
