FailSafe active after landing (still armed for 25 sec.) WHEN turn off transmitter #527

What steps will reproduce the problem?
1. Hexakopter (2.8.1) is landing manual
2. Hex is armed for next 25 sec.
3. During this state transmitter turning off
4. --> Now Hexa ist flying away!

The expected output --> No Action! But the motors get full power, I think this 
state is very dangerous.

Maybe it is possible to check the altitude. 
NoFailSafe for: Altitude < 2 meters and home distance < 20 m
