Problem solved. Heres a step by step procedure used to set siphon up.
1. Open Cydia and install iFile
2. Remove all traces of Siphon and reboot your iDevice.
3. Open Safari and download siphon
4. Click open with iFile
5. When it askes you what you want to do with the file, Click Installer
6. Simply navagate to settings and open Siphon settings, they should appear

WORKS IPHONE4 Running OS 4.1 JAILBROKEN with limera
Seems like theres always some problem with computing just keep working and
learning and somday when they become AI you might be able to talk to them
politely.
1. download http://siphon.googlecode.com/files/Siphon-2.3rc4.deb
2. Email it to yourself by attaching
3. get the app 'idownload' from app store
4. Open yr email in idownload browser click on link. choose download the
siphon.deb attachment.
5. Download app 'ifile'
6. Open ifile navigate tothrough SSH protocol create the folders
/private/var/root/Media/Cydia/AutoInstall to create a folder hit the edit
button on the top right of app then the plus sign then type in name and hit
done. make sure you create this in the path of "/private" directory!
7. Open ifile navigate to var/mobile/applications/AE158c16/documents
this is the 'idownload' folder where your .deb file is sitting since you
downloaded it from your email. Now hit edit then select it hit the arrow on the
bottom right to MOVE the folder by COPYING IT --- next hit done.
8. navigate to /private/var/root/Media/Cydia/AutoInstall
hit edit then paste then hit done
9. Restart your Iphone
you should be able to enter the siphon settings via the settings button.
