用户举报处理问题 #124

目前处理用户举报条目只能处理不能回复给用户信息，建议增加回复用户功能。

发送改名卡未有通知提醒，修复一下； 建议种子移动区域，加入填写原因和记录移动人员，同时通知用户。

移动功能那就得独立出来，在编辑的时候不能修改所属分区。

我的设想是在类型哪里选择另一个区域类型后显示一个移动原因并有记录和通知用户
