MP4WriteRtpHint producing debug output on each call

What steps will reproduce the problem?
1. Write a rtp packet with MP4WriteRtpHint

What is the expected output? What do you see instead?
Debug info is shown regardless of log level

What version of the product are you using? On what operating system?
SVN head

MP4RtpHint::Write calls Dump without checking log level. Change:
