Elevon Mixing not consistent between flight modes #544

What steps will reproduce the problem?
1. Configure Elevon mixing for Manual mode on the Radio controller
2. Configure Elevon mixing in APM planner for consistent counter reaction in 
stabilize mode.

The inputs commande are mixe differently for elevon according to Flight mode.

Arduplane 2.28
APM planner 1.1.48
Board APM2

Another thing:
en CLI mode, the Elevon mixing parameter in APM planner change the behavior of 
the "TEST"->"PWM":

I thought it should not because PWM should be the reading of the receiver, no 
mixing should be applied to these values
