reveals that somebody tweaked short failsafe mode
FS_SHORT_ACTN - per documentation 0=off 1=RTL  - now "1" works as circle
FS_LONG_ACTN  

Suggestion:
FS_SHORT_ACTN = mode (set mode number directly)
FS_LONG_ACTN  = mode (set mode number directly)
