命令行启动/重启passwall会报错 #142

(1) 具体问题

因为要运行脚本所以会在命令行启动/重启passwall，使用其他固件原版的passwall不会有这个错误，HomeLEDE定制的passwall会报错但是也能用

root@HomeLEDE:~# /etc/init.d/passwall restart
/usr/share/passwall/app.sh: line 1097: DNS_SHUNT: not found
ipset v7.15: Set cannot be created: set with the same name already exists

(2) 路由器型号和固件版本

固件版本：openwrt-x86-64-generic-squashfs-combined-efi.img.gz
