SSP: the SOV dedicated should be reduced by the CMS interrupt schedules on the display #293

If we have 30 mins dedicated to SSPs and 15 minutes of interrupt schedules, we should reduce the time dedicated to SSPs to 15 minutes, rather than having a total interrupt time of 45 minutes.
