Edge Fallback: add a local player option to fallback to edge

This setting supersedes the white list so that all embedded and webpage widgets are served by Edge if this is switched on. It should also prevent the white list from being activated on local widgets.

The following widgets will use fallback to edge:

• Web Page
• Embedded
• Html Package
