I did the automatic installation and did everything according to the guide. I
can acces the vlc share from localhost and everything seems to be working fine.
But when i try to access it from my Phone or laptop from external network, it
says "Web page unavailable".

Port forwarding test is OK. Should I open other ports besides 80?

Vlc Shares 0.5.4 Win 7 x64

VLCShares uses port 80 for web pages and 8081 or 5554 for streaming.
Anyway, if you did the port forwarding correctly problems can be related to:
 - you use a wrong external ip address trying access to vlc-shares
 - you use the "localhost" name (but localhost is valid only when using the "vlc-shares pc")
 - firewall issues?

I have tried to use my external ip address and also my dyndns adress but
neither works. Yes i know that localhost is only for the sharing pc, but i just
said that to confirm that the actual server seems to be working. Could be
related to firewall issues.

Are you sure you did port forwarding well (maybe you used a wrong internal ip
for forwarding)?

Can you use VLCShares from another device inside your LAN? (Phone with wifi
connection / another pc / Wiimc?)
