The GPL is not compatible with the Android OS.

There is no such thing.
1. DroidWall is an user-level application.
2. It contains no kernel modules.
3. It does not link directly to the kernel in any way.
4. All bundled native binaries (iptables/busybox) are GPL.

Android applications can be distributed under any license, just like a Windows, 
Linux,  etc application.
