Add feature of returning multiple foxes

This feature is useful for getting multiple foxes in single request. For now the limit in 20.

• please resubmit as api/v1/getfoxes
• use all capital letters for $max_allowed_count as per conventions for static variables.
• sanitize and verify that $_GET['count'] is an integer before you, say, compare its value with another integer
