you can find some vulkan-1.dll in Runtime zip https://vulkan.lunarg.com/sdk/home#windows https://sdk.lunarg.com/sdk/download/1.3.280.0/windows/VulkanRT-1.3.280.0-Components.zip - latest for now duno what is it actualy and does it works (but looks like it's official site)
also there is CPU only inplementation named swiftshader
