This is mocked out on the Android client on master but doesn't actually do something on the server.

We first need to design how this works out on the server in regards to how moderation should work. Considerations:

• reporting is really generic -> all kinds of entities could be reported
• mark reports as being worked on so that not two moderators take on the same one? (auto lock timeout?)
• mods should be able to request help or escalate the issue
• the submitting user needs to get feedback on the status of his/her reports

All of the above also applies to approvals so maybe we can abstract this somehow.

We probably should unauthenticated users submit reports. That must be protected by captcha.
