Rework out-of-scope #63

Goal: deliver more information to the user on why a product is out od scope.

Proposal:

Out of scope products are created as normal entities and flagged as out of scope
Flagged entities are excluded from the index (see conditional indexing) and normal queries
There are different types of "out of scope" that can be configured per community
