Overlap of "Plot Spectrum" in Audacity #22

IOverln Audacity, the overlap of "Plot Spectrum" is half of the window size. See https://github.com/audacity/audacity/blob/Audacity-2.3.0/src/FreqWindow.cpp#L1338

The analyzing samples is limited. The max size is 10485760 samples (237.8 seconds at 44100 Hz sample rate).
