Parameter expect-loss is useless #84

opusenc opus-tools 0.1.10 (using libopus 1.3.1). When I use the cmd "opusenc --expect-loss 100 ./ref/wem_12484_01676527638_seg.wav test2.opus",the generated file has no changes
