With Cults and Societies being a patch feature, it would be best to skip the character modifier implementation and go right to cults. Shouldn't be hard to force characters to only be a member of one.
Characters can only be in one society, so maybe the character modifier idea is better?
Then again, having more societies for characters to join would hardly be a bad thing.
