DIYC can't be opened #258

Hi 
I was using this program before I upgraded my Mac to V10.9.1. It seemed to work 
fine on V10.8 with all the latest upgrades but when I down load it now it keeps 
saying:-

 "DIYC" is damaged and can't be opened. You should move it to the trash

I have tried the original version I had and have tried V3.27.0-osx as well as 
the latest diylc 3.28.0 -osx.

As I have a couple of layouts I’m working on I need to resolve this problem 
if at all possible.
Is it to do with the latest Mac OSX Version?

you must allow 3rd party apps
