dwc:organismScope should not have a dwciri: analogue #15

Description of issue:
The comment for dwc:organismScope states that rdf:type should be used in lieu 
of dwciri:organismScope.  However, dwc:organismScope is in the list of terms 
that would have a dwciri: analog (Section 3.7).  It should be moved to section 
3.8 with an appropriate comment.
